Abstract
Few existing documents provide targeted practical assistance in conducting and reporting data from a water quality based monitoring program that results in data that are useful for assessing Best Management Practice (BMP) effectiveness on a broader scale. This guidance has been developed by integrating experience gleaned from field monitoring activities conducted by members of ASCEs Urban Water Resource Research Council and through the development of the ASCE/EPA National Stormwater Best Management Practices Database. The manual is intended to help achieve stormwater BMP monitoring project goals through the collection of more useful and representative rainfall, flow, and water quality information. Many of the recommended protocols (particularly those for reporting monitoring, watershed, and design information) are directly related to requirements of the National Stormwater Best Management Practices Database. This manual is intended to improve the state of the practice by providing a recommended set of protocols and standards for collecting, storing, analyzing, and reporting BMP monitoring data that will lead to better understanding of the function, efficiency, and design of urban stormwater BMPs. This manual provides insight into and guidance for strategies, approaches, and techniques that are appropriate and useful for monitoring BMPs.
