Abstract
This document describes the procedures and results of the air quality modeling analyses used to support the Heavy Duty Engine and Vehicle Standards and Highway Diesel Fuel (HDE) final rulemaking. The air quality modeling was conducted to support several components of the rulemaking including: (a) an assessment of the need for the HDE program, (b) an assessment of the costs and benefits associated with the rulemaking, and (c) an assessment of the expected impact of the program on ozone and PM levels. The air quality model applications include episodic regional scale ozone modeling for the eastern and western U.S. and annual particulate matter (PM) modeling on a continental scale covering the 48 contiguous States.
