Abstract
The scope of the Alabama water-resources development plan is broad and comprehensive. It includes all the procedures that convert water in its natural state to the uses of mankind, those that are designed to cope with overabundance or shortages of water, and those that merely impinge upon water without changing its character or position. Such breadth of scope is essential in order to avoid the effects of single-purpose or limited-purpose developments that may not serve the best interests of the public in dealing with a limited resource. It is not intended to imply here that no single-purpose developments should be undertaken but rather that those who plan should have a responsibility for all potential uses of each segment of the resource so that they must give each potential use appropriate consideration. Elements of the finished plan should include but not be limited to water supply, water power, navigation, irrigation, recreation, and the dilution of wastes. The water-resources development plan for Alabama is an integral and essential part of the overall plan for the State. (Author)
