Abstract
The background document provides the agency's rationale and technical support for developing treatment standards for those U and P wastes with methods of treatment at the BDAT treatment standards. These standards are applicable to the wastes as listed in 40 CFR 261.33(e) and (f) as well as to any wastes generated by the management or treatment of the listed waste. Treatment standards are specified for both nonwastewater and wastewater forms of each listed hazardous waste. Wastewaters are defined as wastes containing less than 1% (weight basis) total suspended solids and less than 1% (weight basis) total organic carbon (TOC). Wastes not meeting the wastewater definition must comply with treatment standards for nonwastewaters.
