Abstract
The document provides a format for evaluating the quality of RCRA permits issued by States or EPA Regions. It is intended for use by technical or non-technical personnel and is designed to assist in detecting omissions and inadequate permit conditions. Effective use of the protocol requires a working knowledge of the RCRA regulations and Agency policy and guidance, along with some familiarity with the format and content of RCRA permits. The protocol does not consider the direct evaluation of technical adequacy, but rather identifes the technical items that must be addressed by the condition and those documents, analyses, etc., that support the condition and must be in the administrative record. This is intended to help the reviewer ascertain whether the condition was properly derived and whether the process followed was properly documented in the record.
