Abstract
This rule was originally issued on October 9, 2012 as a direct final rule and parallel proposed rule including an amendment to the definition of heating oil in the RFS program.1 EPA received adverse public comment and withdrew the direct final rule on December 6, 2012, finalizing only the parts of the rule not related to the new definition of heating oil.2 This document summarizes and responds to all comments received in relation to the heating oil provision of the proposed rule. The public comments summarized in this document can be The public docket for this rulemaking is docket number EPA-HQ-OAR-2012-0223. EPA appreciates all comments received on this issue, and has taken all of them into consideration in development of the final rule.
