Abstract | The directive discusses guidance to Regions, States, and political subdivisions thereof, on the designation of a political subdivision as the lead agency for remedial response under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), as amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA). The guidance applies to Fund-financed remedial response only and does not apply to pre-remedial, removal, or enforcement activities. |
