Abstract
As part of the State of Connecticut's Air Quality Maintenance Planning (AQMP) procedure, this study assesses the socioeconomic impact of three strategies for attainment and shortterm maintenance of sulfur oxide and particulate standards. The three strategies are as follows: (1) an emission limitation (specified as BACT) incorporated in the Connecticut new source review procedure; (2) an air quality impact criterion incorporated in the Connecticut new source review procedure; and (3) a proposed reduction in the allowable sulfur content of fuel burned. The analysis has included evaluation of direct and indirect costs and benefits using quantitative as well as qualitative methods. Assessment has focused on incremental 'order of magnitude' impacts of strategy implementation over a 10-year time frame.
