Abstract
This Economic Analysis (EA) report evaluates the economic impacts resulting from effluent limitations guidelines and standards proposed by the U.S. Environmental Protection Agency (EPA) for the transportation equipment cleaning (TEC) point source category. The proposed regulation includes limits for Best Practicable Control Technology (BPT), Best Conventional Pollutant Control Technology (BCT), Best Available Technology Economically Achievable (BAT), New Source Performance Standards (NSPS), and Pretreatment Standards for Existing and New Sources (PSES and PSNS). The EA estimates the impacts to the TEC industry of the proposed regulation in terms of effects on market equilibrium price and the number of tank cleanings performed, facility closures and associated losses in employment, and financial distress short of closure. In addition, the A analyzes secondary impacts on associated industries and their employment, potential barriers to new facilities entering the industry that may be caused by the regulation, and impacts on the TEC small business community.
