Abstract
The purpose of this document is to provide you with guidance on quantifying emission reductions from technologies which reduce long duration switch yard locomotive (SYL) idling emissions. You may wish to use the emission reductions resulting from implementing an idling reduction technology for meeting emission reduction requirements such as an RFP/ROP, attainment or maintenance SIP. This document provides guidance to state air pollution control agencies and the general public on how control measures to reduce truck idling emissions may be used to meet SIP requirements. SIP requirements can be found in Sections 110(a)(2) and 172(c) of the CAA.
