The document has provisions that cover most of the documentation requirements imposed on generators and transporters. At submission companion regulations defining hazardous wastes to be covered by the Regional Conservation Recovery Act (RCRA) were not yet completed. Definitions for what constitutes hazardous wastes have now been largely agreed upon. New definitions largely exclude waste amounts for plants generating at a rate of under 1,000 kilograms per month, significantly reducing previous estimates of reporting burdens.
