Abstract
The report recommends operating criteria and procedures that would maximize the use of flows required to meet the water entitlement of the Truckee-Carson Irrigation District (TCID) and to minimize diversion of the Truckee River so that as much water as possible could be provided to Pyramid Lake. Developing such recommendations involved making economic, population, and waste load projections; predicting the effects of planned development projects and proposed management plans, and determining water needs within the river basins.
