The report summarizes the research experience of the Texas Water Development Board, the constitutional water planning and development agency for the state of Texas, over the period 1965-1972. Systems analysis techniques were developed to assist in solving some of the long-range water planning problems encountered and identified in the Texas water plan and for refining the Texas water plan as it was originally conceived. The conditions dictating the constraints and opportunities of the Texas water plan are described. The sequential steps in the research program are outlined, and the proposed facilities of the Texas water system are used as an example for research and development of new planning techniques.
