"An evaluation of thirty (30) municipal wastewater treatment facilities (referred to as Phase I) was conducted by McNamee, Porter and Seeley (MP&S) on behalf of the U.S. Environmental Protection Agency (EPA. The evaluations identified operational improvements which could enhance performance and/or provide cost savings. Evaluation reports were prepared by MP&S and reviewed by the U.S. EPA, which then selected ten (10) plants at which the recommendations were to be implemented.
