| Abstract |
The theory of economic compensation is explained. The way in which residents of five Massachusetts communities react to proposals directed at overcoming local opposition to siting a hazardous waste treatment facility is analyzed. Residents were asked to respond to 11 specific proposals designed to allay people's fears and to compensate them for tangible losses or costs they might incur. None of the economic incentive proposals produced significant attitudinal change. The article concludes that public policy toward siting hazardous waste treatment facilties must address the technique of mitigating risk and of convincing people that those risks have in fact been mitigated. |
