Abstract
This guidance manual is designed to assist decision makers at Federal facilities in complying with the requirements of Section 4-404 of EO 12856. This manual introduces and describes several analytical tools that can be used to help users identify and quantify the financial and environmental benefits of pollution prevention projects and alternative opportunities. This information can then be used to evaluate and justify pollution prevention projects. This manual is written primarily for the individual who makes decisions regarding project funding at Federal facilities and for those who recommend and evaluate potential alternatives.
