Abstract
Capacity Development provisions under the Safe Drinking Water Act (SDAWA), Section 1420 B(1), require that each state periodically submit to EPA a list of community water systems (CWSs) and nontransient noncommunity water systems (NTCWSs) with a history of significant non-compliance. The states and EPA concurred that a public water system is a historical significant non-complier ( HSNC) when it has violations that meet the definition of a significant non-complier (SNC) as defined for a specific regulation for the duration of at least 3 quarters during a 3-year period. This report summarizes over 10 years of HSNC. trends nationwide in 4 time periods: 1997-1999, 2000-2002, 2003-2005 and 2006-2008.
