Abstract
Archive operations, which this manual addresses, were preceded by the U.S. Environmental Protection Agency (EPA) and U.S. Department of Housing and Urban Development (HUD) field study of portable X-ray fluorence (XRF) instruments and chemical test kits. In conjunction with the Field Study, samples of painted housing components were collected for two purposes: first, to perform data verification and quality assurance after completion of the Field Study and, second, to have a way to evaluate a new XRF instrument or test kit that might enter the market after the end of the Field Study. The samples collected from the Field Study have become an archive of materials that is being used as the basis for an interim testing program for new portable XRFs, while a protocol for laboratory testing of new portable XRFs is being developed by National Institute of Standards and Technology (NIST) for HUD. This document contains the operating procedures for the archive for testing that took place between December 1994 and September 1996. This document also contains protocols for testing and sample collection that were used during this period of time.
