Abstract
This report evaluates the impacts of the final rule for controls of volatile organic compounds (VOC) in architectural and industrial maintenance coatings. Total social costs are estimated by evaluating costs of compliance with the rule and associated market impacts, including: price changes for 13 market segments, adjustments in quantity produced, small entity impacts, and employment losses. The report also evaluates the economic incentives to producers associated with an exemption provision and an option to pay a fee for emissions from products that are formulated to exceed the standards.
