| Abstract | the report documents the development of a sample plan for maintaining the national ambiet air quality standards in San Diego. In the preparation of this sample plan, air quality and emission inventory data were analyzed, and an attainment strategy as well as a maintenance strategy was proposed. In addition to the examination of various alternative source emission controls, various land use controls were analyzed through the use of the Delphi technique. Finally, alternative organizational structures for administering the development and implementation of an air quality maintenance plan in San Diego were examined. |
