Building upon an earlier preliminary draft Staff Paper (EPA, 2001), this document includes results from initial staff analyses (e.g., analyses of air quality and visibility data, and human health risk analyses), identifies additional analyses to be incorporated into a subsequent draft of this document, and presents preliminary staff conclusions and recommendations.
