Abstract
The report presents the capacity analysis that EPA conducted to Support the Phase IV Land Disposal Restrictions (LDR) rulemaking on newly listed wastes from wood preserving. It contains the results of capacity analyses conducted by EPA to evaluate the need for national capacity variances from the land disposal prohibitions. It also povides estimations of the quantities of wastes that will require alternative commercial treatment prior to land dispoal as a result of the LDRs and estimates alternative commercial treatment capacity available to manage wastes restricted from land disposal. It discusses the legal background of the rule and includes comment response methodologies. It addresses commercial combustion capacity and capacity analysis for newly listed wood preserving wastes and responds to comments. Appendices include data on available combustion capacity, wastewater capacity, stabilization, and vitrification; commenter data; communication logs; biennial reporting systems (BRS) report; and methodology for estimating quantity of soil and debris contaminated with wood preserving wastes.
