Abstract
A manual to assist local air pollution officials concerned with the design and implementation of Emergency Action Plans for the avoidance of air pollution episodes, is presented. Section 1 of the manual deals with information that should help the local authority to understand and define the factors that constitute an air pollution episode. This involves; forecasting air pollution potential, air quality decision criteria, data collection communications, and socioeconomic factors. Section 3 discusses the formulation and operation of a typical Emergency Action Plan. Section 4 presents the Emergency Action System and describes its role in implementing an Emergency Action Plan. A glossary of air pollution terms is included in the appendices. (OAP abstract)
