Abstract
The handbook was prepared with the very small local units of government (communities) in mind. For the purpose of the handbook, a very small community is defined as a local unit of government with a population of 1,000 or less. It was prepared for use by the officials of such communities as a quick reference to the environmental issues facing their constituencies. Information presented in the handbook is meant only as a summary of basic environmental requirements and/or agency guidance criteria. The requirements and guidance presented in the handbook are based on federal regulations and/or guidance in place in mid-1991.
