Abstract
The purpose of this guidance is to describe and compare two methods that can be used to calculate stream design flows for any pollutant or effluent for which a two-number water quality criterion (WQC) for the protection of aquatic life is available. The two methods described are: the hydrologically-based design flow method recommended for interim use in the Technical Support Document for Water Quality-based Toxics Control; and a biologically-based design flow method that was developed by the Office of Research and Development of the U.S. EPA.
