Abstract
The Grants Administration Manual is designed to provide policies and procedures on the administrative aspects of grant management to all EPA grant programs. The procedures in the Manual were developed for procedural consistency in the administration of EPA's grant programs. This Manual is designed to serve as a basic reference for those EPA officials involved in the ongoing administrative and financial management aspects of EPA grants, and for others within the operating programs who deal with the award, review, and/or other program management aspects of these grants.
