Abstract
The 1981 National hearing on Section 11 of the Federal Nonnuclear Research and Development Act was held July 14 and 15, 1981 in Washington, D.C. The hearing focused on the federal governments' energy conservation programs. This transcript presents the testimony of 88 individuals and groups who testified at the hearing, or who submitted written testimony. Testimony regarding issues discussed at the hearing included energy policy, benefits of energy conservation, state and local governments and private sector activities, successes and failures of federal programs, barriers to conservation and a continuing federal role. A summary of the oral and written testimony is available as Volume I of the report.
