Abstract
This Record of Decision (ROD) presents a selected remedial action for soil and groundwater at site LF-024 on Plattsburgh AFB in Plattsburgh, New York. The proposed source control remedy includes a re-establishment and upgrade of the native soil cap over the landfill; institutional controls to restrict site development, maintenance to protect the integrity of the cap, restrictions preventing the use of groundwater as a potable supply source on, and immediately downgradient of the site; periodic groundwater monitoring for 30 years; site reviews to be conducted every five years; and development of a post-closure plan specifying inspection, maintenance, and monitoring programs to be conducted over 30 years.
