Abstract
The document presents the technical rationale for best conventional technology (BCI) effluent limitations guidelines for the pharmaceutical manufacturing point source category as required by the Clean Water Act of 1977 (P.L. 95-217, 'the Act'). The document describes the technologies considered as the bases for BCT limitations. Section II of this document summarizes the rulemaking process. Sections III through V describe the technical data and engineering analyses used to develop the regulatory technology options. The costs and removals associated with each technology option for each plant and the application of the BCT cost test methodology are presented in Section VI. BCI limitations bases on the best conventional pollutant control technology are to be achieved by existing direct discharging facilities.
