Abstract
A national emission standard for the control of fugitive emissions of benzene from the petroleum refining and organic chemical manufacturing industries is being promulgated under Section 112 of the Clean Air Act (42 U.S.C. 7412, as amended). This standard will limit fugitive emissions of benzene from existing and new equipment in benzene service. This document summarizes the responses to public comments received on the proposed standards and also summarizes the basis for changes made in the standards since proposal.
