Abstract
A national emission standard for sulfur dioxide and reduced sulfur compound emissions from petroleum refinery sulfur recovery plants is being proposed under authority of section 111 of the Clean Air Act. Sulfur dioxide is a criteria pollutant whose adverse effects are well documented. Reduced sulfur compound emissions could reach ambient levels sufficient to produce severe odor problems in the vicinity of a petroleum refinery in the absence of the standard. The purpose of the proposed standard is to minimize reduced sulfur and sulfur dioxide emissions from refinery sulfur recovery plants to the level attainable with best available control technology. The standard will have the effect of reducing emissions from a typical refinery sulfur recovery plant by 99.9%. Environmental impact and economic impact statements quantifying the impacts of the proposed standard and alternative control options are included in the document.
