Abstract |
This executive summary reviews the major elements of the Economic Analysis (EA), including: (1) changes to the final rule from the proposed rule, as a result of both additional information developed by EPA and public comment on the proposed rule and supplemental notice; (2) facility impacts analysis, focusing on the final PSES regulation; (3) Regulatory Flexibility Analysis; (4) the Agency's compliance with the Unfunded Mandates Reform Act; and (5) the expected effects of the regulation on new source dischargers. Because the aggregate costs and facility impacts of the final regulation are substantially lower than those of the proposed regulation, which the Agency judged to be economically achievable, EPA did not devote resources to estimating these additional impacts under the final rule. The Agency believes that the level of these additional impacts under the final regulation will be lower than those estimated at proposal, by virtue of the lower aggregate compliance costs and facility-level impacts of the final rule. |
