Abstract |
The analysis is submitted in support of the final effluent limitations guidelines and standards for the Pesticide Chemical Manufacturers Industry. The report analyzes the cost-effectiveness of the final rule. The total annualized cost incurred under the rule is compared to the effectiveness of the rule in reducing the discharge of pollutants. The effectiveness measure used is pounds of pollutant removed weighted by an estimate of the relative toxicity of the pollutant. The rationale for this measure, referred to as 'pounds-equivalent (PE) removed', is described later in the report. Section 2 of the report discusses the cost-effectiveness methodology employed including the pollutants included in the analysis and the toxic weighting factors. Section 3 reviews the changes in the cost-effectiveness analysis that have occurred since issuance of the procompared to cost-effectiveness values for other promulgated rules. Seven appendices are also included. |
