Abstract |
Under the Federal Insecticide, Fungicide and Rodenticide Act, it is unlawful for any person to use any registered pesticide in a manner inconsistent with its labeling (Section 12(a)(2)(G), as amended). This report demonstrates the necessity and feasibility of developing a methodology for designing cost-effective monitoring and compliance programs to deal with pesticide misuse. Because such a methodology was found to be within the limits of current state-of-the-art technology and organizational structures, the report provides a generalized design technique for pesticide regulatory agencies. The methodology consists of techniques for analyzing the scope and effects of misuse, ranking misuse according to potential damages, monitoring misuse and damages, analyzing and modeling user procedures, and evaluation compliance strategies. Additional work would be required to develop specific compliance strategies from the general approaches presented. Although the need to do such work is defensible, potential users must view the methodology as being a useful tool before the work is performed. Consequently, a series of recommendations are presented for further formulating, testing, and implementing the procedures presented in the report. |
