Abstract
This document presents the findings of a study of the bauxite refining industry by the Environmental Protection Agency for the purpose of developing effluent limitation guidelines and standards of performance for the industry. Effluent limitations guidelines set forth the degree of effluent reduction attainable through the application of the best practicable control technology currently available, and the application of the best available technology economically achievable. The standards of performance for new sources set forth the degree of effluent reduction attainable through the application of the best available demonstrated control technology, processes, operating methods, or other alternatives. Supportive data and rationale for development of the effluent limitations guidelines and standards of performance are contained in this report. Refining processes (including the various aspects of the Bayer process), wastes, control, technologies, and costs are discussed.
