Abstract |
Enforcement implications and equipment changes resulting from the adoption of reasonably available control technology (RACT) for the use of cutback asphalt in the paving industry are evaluated. RACT, as developed by the Environmental Protection Agency, prohibits the use of cutback asphalt whenever emulsified asphalts are reasonably available and acceptable for use. Applicable regulations, as well as pre- and post-RACT cutback and emulsified asphalt use patterns are summarized for California, Colorado, Indiana, Missouri, Pennsylvania, South Carolina, Texas, and Wisconsin. |

Enforcement implications and equipment changes resulting from the adoption of reasonably available control technology (RACT) for the use of cutback asphalt in the paving industry are evaluated. RACT, as developed by the Environmental Protection Agency, prohibits the use of cutback asphalt whenever emulsified asphalts are reasonably available and acceptable for use. Applicable regulations, as well as pre-and post-RACT cutback and emulsified asphalt use patterns are summarized for California, Colorado, Indiana, Missouri, Pennsylvania, South Carolina, Texas, and Wisconsin. Climate and training are factors which have affected the degree to which these states have developed the use of emulsified asphalts. The only equipment change which may be required involves the asphalt pump. Significant pump changes are typically handled by the pump manufacturers. |
