Abstract |
The paper is intended as a discussion piece and for background information for EPA employees. Its purpose is to provide an informational matrix to assist them in their implementation of programs and in the conduct of their continuing dialogs with the various publics we serve and regulate. The method is factual and expository. There is no effort to analyze economic policy or to forecast the future course of the regional economy. Personal income is employed as the index of economic performance, per-capita personal income as the measure of comparative performance. Shift analysis is used to isolate the components of change, and thus to detect the major trends that have affected the regional economy. |
