Abstract
In recognition of the important and somewhat controversial nature of the oxidant control problem, the U.S. Environmental Protection Agency (EPA) organized and conducted a 5-day International Conference in September 1976. The more than one hundred presentations and discussions at the Conference revealed the existence of several issues and prompted the EPA to sponsor a followup review/analysis effort. The followup effort was designed to review carefully and impartially, to analyze relevant evidence and viewpoints reported at the International Conference (and elsewhere), and to attempt to resolve some of the oxidant-related scientific issues. The review/analysis was conducted by experts (who did work for the EPA or for industry) of widely recognized competence and experience in the area of photochemical pollution occurrence and control. Officials representing the states of Maryland, Wisconsin, Texas, Michigan, and New York reviewed the papers presented at the 1976 International Conference on Oxidants on the issue of optimum oxidant control strategy, and in Part VIII offered their viewpoints in regards to the current status and resolution of the issue and to the needs for additional research.
