The purpose of this guide is to promote a clear and common understanding of the requirements for final sewage treatment plant site audits, to obtain uniform and comprehensive audits of construction grants and an audit report that will be useful to EPA and grantee management, and to set forth the duties and responsibilities of the EPA Office of Audit, and the interrelationship with other key elements involved in monitoring and administering the construction grant program.
