The report estimates the costs, economic impacts, and benefits of the Phase III Land Dispoal Restrictions (LDR) rule. It povides background to the LDR program and the phase III rule. It also discusses methodology for estimating affected quantities of characteristic wastes and newly listed wastes. Addendum includes new fate and transport data for spent aluminum potliner disposal and the effect on the risk assessment.
