This manual prescribes policies and procedures and serves as an operating guide for EPA regional personnel who must conduct the Corps of Engineers Refuse Act Permit Program. The manual begins with an explanation of the derivation and general design of the Program. The manual then breaks the Program down into five major phases: Policy; processing of application; data management; public involvement; and review procedure. The rest of the manual is comprised of reference materials. |
