Abstract
Pursuant to the Clean Water Act, EPA is proposing effluent limitations guidelines and standards for the Metal Products and Machinery (MP&M) Phase I Point Source Category. The document and the administrative record for this rulemaking provide the technical basis for these effluent limitations guidelines for new and existing direct dischargers, and pretreatment standards for new and existing indirect dischargers. Direct dischargers are sites that discharge wastewater to a surface water. Indirect dischargers are sites that discharge wastewater to a publicly-owned treatment works (POTW).
