Abstract
This study is to analyze the economic impact which could result from the application of alternative effluent limitation guidelines and standards of performance to be established under sections 304 (b) and 306 of the Federal Water Pollution Control Act, (FWPCA) as amended. The Guidance Document surveys existing and potential waste treatment control methods and technology within particular industrial sources categories and supports proposal of certain effluent limitation guidelines and standards of performance based upon an analysis of the feasibility of these guidelines and standards in accordance with the requirements of sections 304 (b) and 306 of the Act. Presented are the investment and operating costs associated with various alternative control and treatment technologies. The document supplements this analysis by estimating the broader economic effects which might result from the required application of various control methods and technologies. This study investigates the effect of alternative approaches in terms of product price increases, effects upon employment and the continued viability of affected plants, effects upon foreign trade and other competitive effects.
