This study investigated the potential environmental, social, economic, and public health impacts of existing and proposed concentrations of electric utility generating plants in the coal-rich basin. The study examined nine scenarios representing a range of possible patterns of energy development in the region, identified the potential impacts associated with each and examined public policy options available for dealing with these impacts. Types of impacts examined include air quality, water quality and availability, land use, ecological, health, and economic effects. Particular attention is given to local and long-range transboundary movement of air pollutants. Interjurisdictional transport of pollutants associated with acid rain is examined.
