Abstract
The document sums up the work of the Trade and Environment Committee of the National Advisory Council for Environmental Policy and Technology, a Federal Advisory Committee to the EPA Administrator. It includes 10 major articles by national experts on such current topics as the Montreal Protocol on Substances That Deplete the Ozone Layer, changes in the General Agreement on Tariffs and Trade (GATT) dispute resolution mechanism, and the necessary role of environmental safeguards in the North American Free Trade Agreement (NAFTA). Industry, government policy makers, and university academics are vitally concerned about international trade, environmental standards and economics. The title explains why environmental regulations can strengthen economies and describes the complications inherent in the two sometimes competing arenas of trade and environment.
