Abstract |
This document discusses how financial capability and other factors listed may be use to negotiate reasonable compliance schedules for implementation of CSO controls. It stresses the need for flexibility and evaluation of site-specific factors in the development of implementation schedules. A two-phase approach is presented: the residential indicator and permittee financial indicators. CSO schedule development is covered, and there are ten worksheets included. |
