The National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Program Evaluation Guidance (Guidance) is intended to assist State and NPDES permitting authority staff to: (1) Assess the compliance and effectiveness of Phase I and Phase II MS4 programs; (2) Develop Phase II MS4 stormwater management programs (SWMPs); (3) Assess pollutants of concern; (4) Provide technical assistance. |
