This report characterizes the operational problems of solid waste landfill disposal in severely cold, mountainous, or plains regions typical of the States of Colorado, Montana, North Dakota, South Dakota, Utah, and Wyoming, and offers alternative approaches to these problems. An extensive literature search on the climate, geology, soils, and hydrology of climatically severe areas was conducted and ten landfill sites in climatically severe areas of U.S. EPA Region VIII were visited.
