Abstract |
This report was prepared to support development of national emission standards for hazardous air pollutants (NESHAP) for the plywood and composite wood products (PCWP) manufacturing industry. Plywood and composite wood products include the following: particleboard oriented strandboard (OSB) medium density fiberboard (MDF) fiberboard hardboard softwood plywood softwood veneer hardwood plywood hardwood veneer laminated veneer lumber (LVL) laminated strand lumber (LSL) parallel strand lumber (PSL) wood I-joists glue-laminated beams other engineered wood products. The purpose of this document is to present information on PCWP manufacturing related to the hazardous air pollutants (HAP) emitted from PCWP processes and HAP control strategies. This document contains the following: description of PCWP manufacturing processes and process units, description of the air pollution control devices (APCD) used to reduce HAP emissions, summary of nationwide counts of process units and APCD, summary of nationwide and per-process-unit average HAP emission estimates, summary of the HAP reduction capabilities of APCD, nationwide costs associated with the PCWP rulemaking, and nationwide environmental and energy impacts associated with the PCWP rulemaking. Much of the information presented in this document is based on detailed information documented in supporting memoranda. Section 1.2 describes the information sources used to develop this background information document (BID) and introduces the additional supporting memoranda. |
