Abstract |
Clean water construction grant funds are to be used economically and cost-effectively. There is no meaningful public accountability for cost effective use of these federal tax dollars. Alkaline treatment utilizes existing equipment. Alkaline treatment requires less than 25% of the capital required for alternative sludge treatment processes. Alkaline treatment provides substantially better environmental protection, and a product with greater agricultural value than alternative sludge treatment processes. |
